Le Président de la République Sri Lankaise, Mahinda Rajapaksa, s'adresse à la nation lors de la cérémonie d'ouverture du Parlement, au Sri-Jayawardhanapura Kotte aujourd'hui. Voici son discours complet :

Je déclare ouverte cette quatrième session du Parlement au moment où la population de notre pays, ainsi que le monde entier célèbrent une grande victoire.

Je m'adresse à cette session Parlementaire lors d'un évènement historique, quand les espoirs et les attentes des Cinghalais, Tamouls, Musulmans, Burgher, Malais et l'ensemble de la population de notre pays depuis plusieurs décennies, de voir un Sri Lanka libre du terrorisme meurtrier, ont été réalisé.

Ceci est notre terre-mère
Nous devons vivre dans ce pays comme les enfants d'une seule mère
Pas de différences de race, de caste et de religion doivent prévaloir ici
Au cours des trente dernières années, les LTTE ont tué de nombreuses personnes
Cinghalais, Tamouls et Musulmans - dont beaucoup ont été tués
La guerre contre les LTTE n'est pas une guerre contre le peuple tamoul
Notre objectif était de libérer notre peuple tamoul de l'emprise des LTTE
Nos forces héroïques ont sacrifié leur vie pour protéger les civils tamouls
La victoire que nous avons acquise en battant le LTTE est la victoire de cette nation,
et la victoire de toutes les personnes vivant dans ce pays.

Comme vous le savez déjà notre patrie a été totalement libéré de l'emprise du terrorisme séparatiste. A partir de maintenant, ce n'est que les lois adoptées par ce Parlement souverain qui seront en vigueur partout au Sri Lanka.

Pendant près de trois décennies, les lois adoptées par l'Assemblée législative n'étaient en vigueur dans presque un tiers de notre territoire.

Quand j'ai gagné l'élection présidentielle en 2005, il y avait des postes de police LTTE dans le Nord et l'Est. Il y avait tribunaux "Tigres" . Ce qui manquait, c'était seulement un parlement "Tigres" . Aujourd'hui, nous en avons fini avec tout cela pour toujours.

Aujourd'hui, cette session du Parlement s'ouvre dans un pays où l'acte de la législature d'août cette se propage équitablement à travers les 65 332 km ² du territoire du Sri Lanka.

Monsieur le Président

Cela vous donnera une grande source de satisfaction. Les 225 membres de cette Chambre ont pour cause une grande satisfaction à ce sujet. L'ensemble de la population du pays peut profiter de cette satisfaction. Toutes les sections de la population, et tous les partis politiques qui ont contribué à ma victoire à l'élection présidentielle en 2005 peut partager cette satisfaction.

Monsieur le Président

Il est nécessaire de rappeler à cette occasion les déclarations dans la vieille Chinthana Mahinda cette déclaration qui a été mis devant le peuple, il ya trois ans. "La liberté de notre pays est suprême. Je permettrais aucun séparatisme. Je ne permettrais pas non plus à personne de détruire la démocratie dans notre pays ... je respecterai toutes les identités ethniques et religieuses, de s'abstenir de recourir à la force contre toute personne et de construire une nouvelle société qui protège les individus et les libertés sociales " C'est l'objectif de la Mahinda Chinthana.

Monsieur le Président

Il est nécessaire en cet évènement historique de se renseigner sur la manière dont il a été possible d'obtenir la fière victoire que nous avons obtenus aujourd'hui par la défaite de l'organisation terroriste la plus impitoyable du monde.

Nous sommes un pays avec une longue histoire où nous avons vu le règne de 182 rois qui ont gouverné avec fierté et honneur durant plus de 2500 ans. C'est un pays où les rois comme les Dutugemunu, Valagamba, Dhatusena et Vijayabahu ont vaincu les invasions ennemies et ainsi assurer notre liberté.

Autant que la mère Lanka a lutté contre les envahisseurs, tels que Datiya, Pitiya, Palayamara, Siva et Elara dans le passé, nous avons l'expérience d'avoir combattu les Portugais, les Hollandais et les Britanniques qui ont créé des empires dans le monde. Autant les grands rois tels que Mayadunne, Rajasingha I et Vimaladharmasuriya, il est aussi nécessaire de rappeler les grands héros tels que Keppettipola et Puran APPU qui ont lutté avec courage contre l'impérialisme.

En regardant cette histoire, il ya un facteur commun, que nous pouvons voir. C'est l'incapacité d'un ennemi extérieur à maîtriser ce pays aussi longtemps que ceux à qui cela est la patrie unis. C'est la vérité. Un autre facteur que nous pouvons voir est l'incapacité d'établir un quelconque régime dictatorial ou sauvage sur ce territoire. Dans l'histoire de ma patrie, le peuple s'est toujours révolté contre l'arbitraire, les règles brutales ou sauvages.

Je me dois d'exprimer ici ma gratitude à ces héros de notre passé qui nous ont donné la force et le courage de lutter contre les envahisseurs barbares et des ennemis non seulement aujourd'hui, mais dans l'avenir.

Monsieur le Président

Les terroristes du LTTE ont commencé leur marche pour obtenir la moitié de ce pays, après avoir assassiné le maire de Jaffna, en 1975, et ont commencé leur voyage pour la division du pays en deux. Maintenant, les terroristes ne contrôle aucune zone dans tout le nord et l'est du pays.

Lorsque le peuple de ce pays m'a été confié livré, les LTTE avaient le contrôle de 15.000 km ², soit un quart du territoire de ce pays, et les deux tiers de son littoral.

Il n'y a pas que le territoire que nous avons perdu au cours de cette période. La nation a perdu plusieurs milliers de vies et de nombreux biens et d'actifs. Des centaines de dignitaires religieux, ainsi que les dirigeants nationaux, tels que R. Premadasa et de Rajiv Gandhi, et des grands ministres comme Lakshman Kadirgamar, Gamini Dissanayake, Jeyaraj Fernandopulle et AHM Ashroff que nous avons perdu.

À la dernière élection présidentielle, les terroristes avaient été beaucoup plus loin que personne n'avait cru possible. Comme une grande organisation internationale, il a créé un incomparable qu'aucune autre organisation dans le monde bénéficient.

Ils ont acquis des navires, des avions, des sous-marins, et le plus avancé des armes dans le monde. Ils ont contrôlé les administrations municipales, les fraudes et les escroqueries, les banques, les sites web et les stations de radio, et a également publié des devises.

Il n'y a pas encore de moyens pour mesurer pleinement la quantité de leurs avoirs. Le monde n'avait pas encore vu une telle puissance et grande organisation. Le plus grand danger est que le nord et l'est de ce pays ont été réunis par le biais d'un acte de paix à cette organisation terroriste destructeur.

En conséquence, en 2005, ce que nous avons constaté, c'est un pays avec de graves défis. Non seulement dans les jungles de Thoppigala ou le Vanni, l'ombre du terrorisme a également été exprimés sur l'ensemble des activités politiques dans le pays. Vous êtes conscient que la puissance du projet Norochcholai devait être mis en place plusieurs dizaines d'années auparavant. Mais la construction de cette centrale nucléaire a été retardé par peur que l'emplacement de ce projet serait un jour sous le contrôle des terroristes. Ce sont des vérités amères à la nation. Ma patrie a eu à faire face à la réalité encore plus amère.

Les terroristes ont travaillé sans relâche afin de marquer le domaine qui devrait leur appartenir sur le plan du Sri Lanka et d'établir l'État Eelam. Mais les terroristes ont créé une situation où ils avaient peur de respecter le principe de l'Etat unitaire qui a été mis en place dans notre Constitution.

Même les pays les plus puissants du monde ont montré la peur devant les terroristes, certains pays ont été secoués et les genoux qui tremblaient facce à la terreur.

Notre peuple a commencé à faire face à une mentalité défaitiste, si nous pourrions faire face à un problème que de nombreux pays dans le monde, le monde ne semble pas en mesure d'y faire face. Le terrorisme est comme un serpent venimeux qui attire le plus dangereux des qualités de la politique, l'économie, la science et de tous les sujets dans le monde.

Que montre le terrorisme à travers la politique, c'est le racisme. Il construit une économie à travers le trafic de drogue. Que montre-t-il à travers la technologie, c'est la fabrication d'explosifs.

Par conséquent, nous n'avons pas tenté de répondre à des terroristes dans leur propre langue. Lorsque les terroristes appellent à la guerre, nous avons répondu à une opération humanitaire. Nos troupes ont été à cette opération portant un fusil dans une main, la Charte des droits de l'homme dans l'autre, les otages sur leurs épaules, et l'amour de leurs enfants dans leurs coeurs.

Il s'agit là d'un incomparable chapitre dans l'histoire de la guerre. C'est vraiment un miracle pour aller à un champ de bataille où les civils sont transformés en abeille bombes humaines, et de procéder à la bataille sans effusion de sang des civils. Il s'agit d'une grande habileté à faire face aux lourdes pluies de mousson et des inondations et pas un seul moment de réflexion. Elle a besoin d'une habileté d'une Vishvakarma pour battre des chars de combat et d'artillerie avec des armes de petit calibre.

Il n'y a pas d'école de guerre dans le monde qui pourrait faire face à la stratégie militaire sauvage utilisées par les terroristes du LTTE. Le monde n'avait pas vu les sciences militaires, capables de faire face à une combinaison des mines, des mines claymore, des petits bateaux suicide, un avion léger passant inaperçu au radar, et le suicide meurtrier des "vestes".

Pendant trente années les forces de sécurité du Sri Lanka ont été obligés de trouver les voies et moyens de faire face à tout cela. À la fin de sa marche victorieuse les forces de sécurité du Sri Lanka est devenue la plus disciplinée et la plus capable militairement dans le monde.

Nos forces de sécurité ont été en mesure de vaincre les terroristes les plus impitoyables dans le monde en raison de leur stricte discipline, l'engagement et l'utilisation créative de la stratégie militaire.

Monsieur le Président

Qu'est-ce que c'est que nous avons acquis après avoir vaincu les terroristes les plus impitoyables du monde?

Nous avons aujourd'hui un autre grand défi dans le monde.

Le peuple tamoul, qui a une grande histoire est aujourd'hui dans une situation tragique et impuissante à cause des terroristes du LTTE. Quand, dans l'histoire du peuple tamoul, les parents ont-ils forcé des jeunes filles à tomber enceinte pour les sauver d'être entraînés dans la guerre? Qu'est-ce qui a fait que ces enfants tamouls , qui sont protégés par la déesse Pattini, auraient mérité ce sort? Qui était-il abandonné dans des tentes, le peuple tamoul qui adorait la Divinité Ganesh à Kataragama, et pris soin de leur santé avec les qualités antiseptiques de l'eau au safran et des feuilles de MARGOUSIER?

Monsieur le Président

C'est le LTTE, qui a mis la communauté tamoule à leur position la plus basse dans l'histoire. Ceux qui ont élevé la voix pour la protection des terroristes, et tous ceux qui ont aidé les terroristes devraient désormais tomber aux pieds de leurs mères Tamoules leur demander pardon. Ceux qui vivent à l'étranger et soutiennet les terroristes avec des fonds, si ils ont del'amour pour leur peuple, ne devraient pas aider à nouveau le terrorisme.

Le jour n'est pas loin quand les cœurs et les sentiments des mères et des filles qui ont été rendus impuissants aujourd'hui deveniennent la conscience collective du peuple tamoul. Leurs coeurs sont aujourd'hui avec nous qui ont été libéré de l'esclavage. Faisons face et gagnons ce défi, c'est comme construire un pont au-dessus de l'Eelam. Ce que nous avons vu ces derniers jours à Pudumathalan, zone brûlée, restera à jamais dans l'esprit du peuple tamoul

Monsieur le Président

La défaite du LTTE et la répartition de leurs forces armées ne sera jamais la défaite du peuple tamoul de ce pays. Qu'est-ce que le peuple tamoul a hérité de l'arme qui a servi à assassiner Alfred Duraiyappah à l'armée citernes utilisés pour attaquer le peuple tamoul innocents qui fuyaient Pudumathalan et toutes les autres armes du LTTE?

Le défaite de la LTTE est une plus grande victoire pour le peuple tamoul.

Monsieur le Président

Le peuple tamoul n'a jamais été un peuple qui a la foi ou la confiance dans les armes. Il serait suffisant pour eux de savoir en un seul incident qui a eu lieu, que le LTTE était puissant.

Une clause dans l'accord indo-Lanka a été que les LTTE devrait remettre ses armes à l'armée. Lorsque le LTTE a annoncé à la population de Jaffna que ce serait la remise de ses armes, ils ont reçu les acclamations et les applaudissements du peuple. Le LTTE a également été surpris par cette réponse. Il est donc clair que le peuple tamoul n'est pas un peuple qui aime porter les armes.

Monsieur le Président

À ce moment, victorieux, il est nécessaire pour nous d'affirmer avec une grande responsabilité, que nous n'acceptons pas de solution militaire à la solution finale. De même, quand on voit le triste visage de ceux qui ont fuient le domaine de Puthumathalan, nous réalisons que un document offert sur un plateau comme une solution politique pourrait également ne pas être la solution finale. Par conséquent, la responsabilité que nous acceptons, après la libération du peuple tamoul du LTTE est une responsabilité qu'aucun gouvernement dans l'histoire du Sri Lanka a accepté.

Lorsque nous acceptons la responsabilité pour les personnes qui ont été libérés, nous recevons de nombreuses propositions de différents pays et institutions. Ils nous demandent de bien s'occuper de notre propre peuple tamoul.

Monsieur le Président

Toutes les personnes dans le pays de "Dondra Head" à "Point Pedro" sont notre propre peuple.

Le gouvernement a veillé à ce que nous ne manquons pas à nos responsabilités, même pour les gens qui étaient sous le joug du LTTE. En bref, le leader terroriste qui a été tué hier, jusqu'à ce moment avait son repas avec les aliments et les boissons que le gouvernement avait fourni.

Monsieur le Président

Nous sommes un pays avec des précédents uniques. Selon la tradition établie par les rois comme Dutugemunu, on doit respecter même l'ennemi qui s'est rendu ou tué au combat. C'est une qualité de grandeur que l'on trouve non seulement avec le gouvernement, mais aussi avec les gens de ce pays.

Il s'agit d'un pays avec un peuple qui, quand des milliers de personnes ont perdu leurs maisons et et vivent dans la misère après le tsunami, a pris soin de toutes ces personnes, en ne laissant pas même une seule victime souffrir de la faim, même pour un repas. Nous, qui sommes formés dans la tradition bouddhiste, d'amour, de bonté et de compassion, et nourri dans le Hindu, l'Islam et les traditions chrétiennes, n'avons pas besoin d'être enseignés dans la manière dont nous devons traiter et prendre soins des innocents et des sans défense. Nous allons réinstaller tous ceux qui ont été libérés Les personnes qui n'ont pas l'électricité et ne voit pas de routes modernes seront réinstallés dans des environnements avec toutes les installations. Je vous demande de comparer les conditions de vie des populations de l'Est, il ya trois ans avec ce qu'il en est aujourd'hui

Bien que nous nous sommes engagés dans une lutte massive pour vaincre le terrorisme, nous ne sommes pas engagés dans cette lutte pour retarder le développement et les services sociaux. Nous avons lancé des projets de développement dans l'ensemble du pays qui avaient été ignorés pendant 30 ans. Nous avons créé de nouveaux emplois. Ils ne se sont pas limitées au Sud. Bien que la réalisation massive des opérations humanitaires dans le Nord, le Vanni et l'Est, nous nous sommes également engagés dans des travaux de développement dans ces domaines.

À aucun moment depuis l'indépendance, nous n'avons pu travailler sur le développement. Cela se fait dans l'Est et de Mannar où des dévelpopement ont été entrepris. Un groupe d'étude présidentiel a déjà été nommé pour accélérer le travail de développement dans le Vanni, et dans le Nord. Autant que nous avons vaincu le terrorisme meurtrier et libéré le peuple innocent qui était tenue par la terreur, nous nous sommes engagés à réaliser un développement accéléré dans les zones qui étaient sous le terrorisme, dans les trois prochaines années. Tout ce qui comte, c'est la vie de la population dans un cadre démocratique, une structure politique. Le gouvernement fournira également l'éducation et la santé, et lancera au plus vite le développement dans le Nord" en fournissant les infrastructures, telles que l'irrigation, les routes, l'électricité et les installations nécessaires à l'agriculture, la pêche et le tourisme secteurs.

Nous avons supprimé le terrorisme, l'obstacle le plus important que le secteur privé de notre pays doit faire face à participer au développement dans le Nord. Par conséquent, l'environnement a été créé pour mener à bien leurs investissements et à s'engager dans les affaires. J'ai surtout fait appel à notre communauté des affaires pour s'engager à investir dans le Nord et l'Est de notre pays. Nous n'avons pas besoin de conseils, mais de la coopération des gens pour une vie meilleure. Je crois que la communauté mondiale aussi étendra cette coopération à nous.

Je lance un appel à tous ceux qui ont quitté notre patrie à cause du terrorisme, en particulier le peuple tamoul, à revenir. J'ai fait cette demande lors de l'indépendance face à un événement de commémoration à une autre occasion, aussi. De même, je demande à nos ingénieurs, médecins, comptables et autres professions qui vivent dans différents pays à l'étranger, pour revenir à votre mère patrie et contribuer à son développement

Monsieur le Président

Il est nécessaire que nous donnons à ces gens les libertés qui sont le droit des peuples de toutes les autres parties de notre pays. De même, il est nécessaire que les solutions politiques dont ils ont besoin devrait être porté auprès d'eux plus vite que n'importe quel pays ou gouvernement dans le monde ne l'apporterait. Toutefois, il ne peut pas être une solution importés. Nous n'avons pas le temps d'expérimenter les solutions proposées par d'autres pays. Par conséquent, il est nécessaire que nous trouvions une solution qui nous est prore, de notre propre nation. Il devrait être une solution acceptable pour toutes les couches de la population. Nous attendons pour cela la coopération de la communauté internationale et non pas l'obstruction. Si la communauté internationale doute de notre capacité à trouver une telle solution, si nous avons réussi à relever un défi que le monde n'était pas en mesure de réaliser? Non, nous pouvons atteindre cet objectif.

Je crois que la solution que nous que nous respectons apprécie les qualités de Mettha (amour) Karuna (compassion) Muditha (Rejoicing dans d'autres la joie) et Upeksha (équanimité), basé sur la philosophie du bouddhisme peut présenter, peut apporter deux reliefs et un exemple pour le monde entier. De même, je demande le soutien de tous les partis politiques pour cette solution.

Nous avons supprimé le mot minorités de notre vocabulaire, il y a trois ans. Nous ne sommes plus Tamouls, Musulmans, "Burgers", Malais et autres minorités. Il n'y a que deux peuples dans ce pays. On est les gens qui aiment ce pays. L'autre comprend les petits groupes qui n'ont aucun amour pour leur terre natale. Ceux qui n'aiment pas le pays sont désormais un tout petit groupe.

Monsieur le Président
Ce petit groupe nous demande quelle sorte de victoire est-ce? Notre réponse à cela est que ce n'est pas une victoire du Président Mahinda Rajapaksa seul. Les gens se réunissent autour du drapeau national. Ce que nous avons fait est de permettre aux gens de ce pays de s'aligner derrière le drapeau national. Par conséquent, cette victoire appartient à la population alignée derrière le drapeau national. Cette victoire appartient aux mères, aux pères et aux épouses qui ont donné leurs enfants et maris aux forces armées, aux gens qui ne pensaient pas à leur estomac, mais à leur pays. Le sang versé par ces personnes a permis d'enrichir le sol de notre terre.

Monsieur le Président

Souvenez-vous que ce pays a été sauvé par le sang, les yeux, des membres, de la chair et la vie de nos jeunes. Des milliers de nos jeunes face aux obus, les mines terrestres à leurs pieds, les balles dans leurs coeurs et ont sacrifié leur vie pour protéger ces terres. Nous ne pouvons pas nous permettre que notre terre soit attrapée par des voleurs, fraudeurs, et les corrompus. Cette terre ne peut être trahi ou autorisés à être vendus. Nous devons rendre hommage aux enfants de la patrie qui protège de tels sacrifices, en assurant la paix, le développement et la bonne gouvernance dans ce pays.

Il y a des milliers de soldats héroïque qui ont sacrifié leur vie, depuis 1980 et sont enterrés dans notre patrie aujourd'hui. Nous nous souvenons de tous ces soldats héroïques avec respect. Nous leur montrons notre gratitude. À cette occasion, les parents, l'épouse et les enfants du lieutenant-colonel Lalith Jayasinghe, brave officier de la "Long Range Reconnaissance Unit" qui a combattu sans peur et a sacrifié sa vie, sont présents ici aujourd'hui. L'immense gratitude de notre pays sort à cette occasion à tous les parents qui ont fait surgir la bravoure de nos troupes qui ont sacrifié leurs vie et à leurs épouses qui leur ont donné la force pour servir la patrie.

Nous avons parmi nous aujourd'hui un grand nombre de soldats héroïques qui souffrent de nombreux handicaps depuis 1980. Lance Corporal Bandara, un soldat héroïque qui a été blessé à deux reprises dans le nord lors de l'opération humanitaire et retourné au service actif et, plus tard, a perdu ses deux jambes à Puthukudiruppu. Il participe également à cette évènement historique. Je lui adresse ma gratitude, le symbole de la gratitude et l'honneur étendu à tous les handicapés et les héroïques soldats.

J'adresse également l'honneur et la gratitude de la nation pour le secrétaire à la Défense Gotabaya Rajapaksa, le chef d'état-major Donald Perera, le commandant de l'armée le Général Sarath Fonseka, le commandant de la Marine l'amiral Vasantha Karannagoda , le commandant de la Force Aérienne Gunatilleke Roshan, ainsi que l'Inspecteur général de la police, Jayantha Wickremeratne, et le directeur général de la Force de défense civile Sarath Weerasekera, qui ont travaillé sans relâche pour donner cette grande victoire à la patrie.

Tous les soldats héroïques qui ont assumé la bataille pour la liberté ont obtenu un grand encouragement de leur famille. Mais, pour l'aide des parents, frères et soeurs, épouses, enfants et autres membres de la famille de ces héros de guerre, nous n'aurions pas été en mesure d'atteindre aucune de ces victoires. De même, la bénédiction et les encouragements de ma femme Shiranthi, mes fils Namal, Yoshitha et Rohitha, ainsi que mes frères et sœurs a été une grande force pour moi. Je remercie chacun d'entre eux et je voudrais exprimer la gratitude de la nation aux familles de nos héros de guerre.

Il n'y a pas eu de précédent avant aujourd'hui où la communauté internationale a accordé autant d'attention à ma patrie, comme dans le temps. Quand on est allé à l'encontre du terrorisme avec une ferme détermination, de nombreux États étrangers nous ont fait de nombreuses demandes.

C'est parce que j'ai été lié à des attentes réelles offertes par moi-même et réaliser le mandat qui m'a été confié en 2005. Cela a été aussi parce que j'ai pris en considération la liberté et la souveraineté de ma patrie comme ayant plus de valeur que ma vie.

Pourtant, je dois dire que la nation du Sri Lanka se souviendra toujours de l'aide accordée à notre pays par de nombreux pays.

Nous n'oublierons pas que cette aide a été accordée au nom de la démocratie mondiale. Mettre fin au terrorisme au Sri Lanka, une victoire pour la démocratie dans le monde. Sri Lanka a donné un début à la fin du terrorisme dans le monde.

Monsieur le Président

Pendant tout ce temps, ce que nous avions à dire au sujet de notre monde était de sa grandeur, son héroïque et glorieuse histoire. Mais aujourd'hui, nous avons apporté une telle grandeur et un tel héroïsme de nos jours au Sri Lanka. Jusqu'à présent, nous avons acquis la force de se relever en tant que nation grâce passé construit par nos ancêtres héroïques. Aujourd'hui, autant que nous avons ajouté une nouvelle fierté et honneur dans ce passé, nous avons créé une nouvelle ère de force pour l'avenir de notre nation. Dans le futur, alors que notre nation doit s'engager dans un glorieux et invincible combat, nous nous souviendrons des réalisations de cette nouvelle ère.

Monsieur le Président

Après avoir vaincu les terroristes les plus impitoyables qui ont rendu le monde impuissant, nous avons aujourd'hui des citoyens invincibles, avec une grande nation et une imposante personnalité.

Nous pensions jusqu'à présent que nous ne pourrions pas atteindre le succès dans beaucoup de choses. Après notre chute en 1815, nous n'avons pas été en mesure de relancer la nation qui a perdu la fierté et la dignité. Mais, aujourd'hui, nous avons obtenu la victoire dans un défi qu'aucun autre pays n'a été en mesure de surmonter. Il est à la fois de votre devoir et le mien de préserver cette dignité. Il est de la responsabilité de nous tous.

Comme nous l'avons été victorieux dans la bataille pour vaincre le terrorisme, nous devons également l'être dans le succès de la lutte pour construire notre pays. Il est nécessaire pour nous de prendre les décisions claires à cet égard. Nous devons maintenant être prêts à orienter notre patrie, à cette nouvelle ère de renaissance nationale.

Je dois en particulier mentionner ici que cette grande bataille pour la renaissance nationale sera menée avec l'objectif d'améliorer les conditions de vie du peuple tamoul, qui vivent dans le Nord Est de nos terres, aussi.
Au cours des dernières décennies, ces gens n'ont pas eu le droit à une vie plus significative. Ils se sont vu refuser le droit à la vie, le droit à la liberté, le droit au développement. Je vais donner tout cela, à ces personnes. J'accepte cette responsabilité.

Monsieur le Président

Je ne crois pas que nous avons le droit d'être engagés en politique, si nous sommes incapables d'accepter les responsabilités qui pèsent sur nous avec le temps. J'ai accepté cette responsabilité. Nous avons été victorieux face à un défi. Le temps est maintenant de relever un nouveau défi qui est devant nous. C'est le défi de la construction de la patrie. A partir de maintenant, tous, tout le monde doit changer, en accord avec les besoins de faire face à ce défi, aussi. De même que j'ai accepté le défi précedent, j'accepte ce nouveau défi aussi. Ce faisant, je me réjouis beaucoup à l'entière coopération de tous les membres du Parlement et les ministres, et les chers citoyens de notre patrie.

Comme une marque de respect pour les soldats héroïques qui ont contribué à cette grande victoire, je déclare que demain sera un jour férié national.

Ce qui m'importe le plus en premier c'est mon pays, en deuxième c'est mon pays et en troisième c'est mon pays. Cela devrait être ainsi pour vous et pour la nation toute entière. C'est seulement notre chère pays que nous devons chérir et valoriser.

I declare open this fourth session of Parliament at a time the people of our country, as well as the entire world are celebrating a great victory.

I address this session of Parliament at the historic occasion when the hopes and expectations of the Sinhala, Tamil, Muslim, Burgher, Malay and all people of our country for several decades, to see a Sri Lanka that is free of murderous terrorism, have been realized.

This is our mother land
We should live in this country as children of one mother
No differences of race, caste and religion should prevail here
Over the last thirty years, the LTTE has killed many people
Sinhalese, Tamil and Muslims - many have been killed
The war against the LTTE is not a war against Tamil people
Our aim was to liberate our Tamil people from the clutches of the LTTE
Our heroic forces have sacrificed their lives to protect Tamil civilians
The victory we have gained by defeating LTTE is the victory of this nation,

As you already know our Motherland has been completely freed from the clutches of separatist terrorism. From now on it is only the laws enacted by this sovereign Parliament that will be that will be in force in every inch of Sri Lanka.

For almost three decades the laws enacted by this legislature were not in force in almost one-third of our land.

When I won the Presidential Election in 2005 there were LTTE police stations in the North and East. There were Tiger courts. What was missing was only a Tiger parliament. Today we have finished all that forever.

Today, this session of Parliament opens in a country where the writ of this august legislature spreads equally throughout the 65, 332 sq. km of territory of Sri Lanka.

Hon. Speaker

This will give you great cause for satisfaction. The 225 Hon. Members of this House have cause for great satisfaction about this. The entire population of the country can enjoy that satisfaction. All sections of the people; and all political parties that contributed to my victory in the Presidential Election in 2005 can share this satisfaction.

Hon. Speaker

It is necessary to recall at this time the statements in the historic Mahinda Chinthana that policy statement that was placed before the people three years ago. “The freedom of our country is supreme. I will not permit any separatism. I will also not permit anyone to destroy democracy in our country …I will respect all ethnic and religious identities, refrain from using force against anyone and build a new society that protects individuals and social freedoms” This is the objective of the Mahinda Chinthana.

Hon. Speaker

It is necessary on this historic occasion to inquire as to how it was possible to obtain the proud victory we have achieved today by defeating the world’s most ruthless terrorist organization.

We are a country with a long history where we saw the reign of 182 kings who rules with pride and honour for that extended more than 2,500 years. This is a country where kings such as Dutugemunu, Valagamba, Dhatusena and Vijayabahu defeated enemy invasions and ensured our freedom.

As much as Mother Lanka fought against invaders such as Datiya, Pitiya, Palayamara, Siva and Elara in the past, we have the experience of having fought the Portuguese, Dutch and British who established empires in the world. As much as the great kings such as Mayadunne, Rajasingha I and Vimaladharmasuriya, it is necessary to also recall the great heroes such as Keppettipola and Puran Appu who fought with such valour against imperialism.

In looking at this unconquerable history there is a common factor we can see. It is the inability of any external enemy to subdue this country as long as those to whom this is the motherland stand united. That is the truth. Another common factor we can see is the inability to establish any savage or dictatorial regime on this land. In the history of my motherland, the people have always risen undefeated against any arbitrary, savage or brutal rule.

I must express my gratitude here to those heroes of our past who have given us the strength and courage to fight against savage invaders and enemies not only today, but in the future too.

Hon. Speaker

The LTTE terrorists began the march to own half of this country, having assassinated the Mayor of Jaffna in 1975, and began their journey to divide the country into two. At that time the terrorists did not hold a single inch of land in the entire north and east.

When the people handed over this country to me the LTTE had control over 15,000 sq. km or one-fourth of the territory of this country, and two- thirds of its coastline.

It was not only territory that we lost during that period. The nation lost several thousand lives and much property and assets. Hundreds of religious dignitaries, as well as national leaders such as R. Premadasa and Rajiv Gandhi, and great ministers such as Lakshman Kadirgamar, Gamini Dissanayake, Jeyaraj Fernandopulle and AHM Ashroff were lost to us.

By the last Presidential Election terrorists had gone much further than anyone had believed possible. As a massive international organization, they had established an unmatched that no other organization in the world enjoyed.

They had acquired ships, aircraft, submarines, and the most advanced weaponry in the world. They controlled city administrations, international frauds and scams, banks, web sites and radio stations, and had also issued currency.

There is no one yet able to fully measure their assets. The world had so far not seen such a powerful and large organization. The biggest danger was that the north and east of this country were brought together and gifted through a deed of peace to this destructive terrorist organization.

As result, in 2005 what we took over was a country with grave challenges. Not only in the jungles of Thoppigala or the Vanni, the shadow of terrorism was also cast on all political activity in the country. You are aware that the Norochcholai Power project was due to be established several decades before this. But the construction of this power plant was delayed because of thinking of the fear that the location of this power project would some day come under the control of the terrorists. These are bitter truths to the nation. My Motherland has had to face even more bitter realities.

The terrorists worked continuously to mark the area that should belong to them on the map of Sri Lanka and establish the Eelam state. But the terrorists had created a situation under which there was even fear to respect the principle of the unitary state that has been established in our Constitution.

Even the powerful countries of the world showed fear before the terrorists; some countries were shaken and went on their knees in the face of terror.

Our people began to face a defeatist mentality, whether we could face up to a problem that many countries in the world the world did not seem able to face. Terrorism is like a venomous serpent that draws the most dangerous qualities from politics, economics, science and all subjects in the world.

What terrorism draws from politics is racism. It builds an economy through drug trafficking. What it draws from technology is the manufacture of explosives. The defeat in Sri Lanka of the world’s most ruthless terrorist organization in the world that is made up of all these deadly qualities can be considered second to none.

Therefore, we did not attempt to respond to the terrorists in their own language. When the terrorists were calling for war, we responded with a humanitarian operation. Our troops went to this operation carrying a gun in one hand, the Human Rights Charter in the other, hostages on their shoulders, and the love of their children in their hearts.

That was an incomparable chapter in the history of war. It is truly a miracle to go to a battlefield where civilians have bee turned into human bombs, and carry on the battle without shedding the blood of civilians. It is a great skill to face up to the heaviest monsoon rains and major floods and not retreat a single step. It needs the ability of a Vishvakarma to defeat battle tanks and artillery with small arms.

There was no school of war in the world that could face up to the savage military strategies used by the terrorists of the LTTE. The world had not seen military sciences able to face a combination of land mines, claymore mines, small suicide vessels, light aircraft that can evade radar, and suicide killer jackets.

Through thirty years the Security Forces of Sri Lanka were compelled to find ways and means to face up to all this. By the end of its successful march the Security Forces of Sri Lanka had become the most disciplined and capable military in the world.

Our security forces were able to defeat the most ruthless terrorists in the world due to their strict discipline, commitment, and creative use of military strategy.

Hon. Speaker

What is it that we have now acquired having defeated the most ruthless terrorists of the world?

What we now have is another powerful challenge in the world.

The Tamil people who have a great history are today in a tragic and helpless state due to the terrorists of the LTTE. When did it ever happen in the history of the Tamil people that parents forced their young daughters to get pregnant to save them from being dragged into war? Who was it that brought Tamil children who are protected by the Goddess Pattini to this fate? Who was it that abandoned in tents the Tamil people who worshipped the Deity Ganesh at Kataragama, and cared for their health with the antiseptic qualities of saffron water and margosa leaves?

Hon. Speaker

It is the LTTE that has put the Tamil community to their lowest position in history. Those who raised their voices for the protection of the terrorists, and all those who helped the terrorists should now fall at the feet of these Tamil mothers and seek their pardon. Those who live abroad and supported the terrorists with funds, if they have any love for their own people, should not help terrorism again.

The day is not far when the hearts and feelings of the mothers and daughters who have today been rendered helpless became the collective conscience of the Tamil people. Their hearts are now with us who liberated from the slavery they had been forced into. Facing up to and winning this challenge is like building a strong bridge over Eelam. What was seen in the past days at Pudumathalan area should forever remain seared in the minds of the Tamil people.

Hon. Speaker

The defeat of the LTTE and the breakdown of their armed strength will never be the defeat of the Tamil people of this country. What have the Tamil people inherited from the gun that was used to assassinate Alfred Duraiyappah to the armed tanks used to attack the innocent Tamil people who were fleeing Pudumathalan, and all other weapons of the LTTE?

What was the LTTE able to win for the Tamil people from the force of its arms?

The complete defeat of the LTTE is an even greater victory for the Tamil people.

Hon. Speaker

The Tamil people were never a people who had faith or trust in weapons. It would be sufficient for them to know of just one incident that took place when the LTTE was powerful.

One clause in the Indo-Lanka Accord was that the LTTE should hand over its weapons to the army. When the LTTER announced to the people of Jaffna that it would be handing over its weapons, they received a resounding cheer and applause from the people. The LTTE was also surprised by this response. It is, therefore clear that the Tamil people are not a people who like to bear weapons.

Mr. Speaker

At this victorious moment, it is necessary for us to state with great responsibility, that we do not accept a military solution as the final solution. Similarly, when we see the sad faces of the people who have been fleeing from the Puthumathalan area, we can realize that a document offered on a tray as a political solution could also not be the final solution. Therefore, the responsibility that we accept after freeing the Tamil people from the LTTE is a responsibility that no government in the history of Sri Lanka has accepted.

When we accept the responsibility for the people who have been liberated, we receive many proposals from various countries and institutions. They ask us to look after our own Tamil people well.

Hon. Speaker

All the people in the country from Dondra Head to Point Pedro are our own people.

The government saw to it that we did not shirk our responsibilities even to the people who were under the yoke of the LTTE. In brief, the terrorist leader who was killed yesterday, until that time had his meals with the food and drink that the government supplied.

Mr. Speaker

We are a country with unique precedents. According to the tradition established by kings such as Dutugemunu, we should respect even the enemy that has surrendered or been killed in combat. That is a quality of greatness that is found not only with the government, but also with the people of this country.

This is a country with a people who when thousands lost their homes and were made destitute from the Tsunami, took care of all those people, not letting even a single victim go hungry for even one meal. We who are schooled in the Buddhist tradition of loving kindness and compassion, and nurtured in the Hindu, Islam and Christian traditions, do not need to be taught how we should treat and care for the innocent and helpless. We shall resettle all those who have been freed from being hostages in very welcome surroundings. People who have not had electricity and not seen modern roads will be resettled in environments complete with all facilities. I ask you to compare the living conditions of the people in the East three years ago with what it is today.

Although we engaged in a massive struggle to defeat terrorism, we did not make that a cause to delay development and welfare services. We launched development projects throughout the country that had been ignored for 30 years. We created new employment. They were not confined to the South. While carrying out massive humanitarian operations in the North, the Vanni and the East, we were also engaged in development work in those areas.

At no time since independence have the development work now being done in the East and Mannar been undertaken. A Presidential Task Force has already been appointed to expedite development work in the Vanni and the North. As much as we defeated deadly terrorism and freed the innocent people held by terror, we are committed to carry out accelerated development in the areas that were under terrorism, within the next three years. While bringing the lives of the people within a democratic political structure, the government will also provide education and health facilities, and launch the Northern Spring by providing the infrastructure such as irrigation, highways, electricity and such facilities necessary for the agriculture, fisheries and tourism sectors.

We have now removed terrorism, the biggest obstacle that the private sector in our country faced in participating in the Northern Spring. Therefore, the environment has now been created to carry out their investments and engage in business. I especially call on our business community to make a commitment to invest in the North and East of our country. What we need is not advice; but the cooperation to bring a better life to these people. I believe that the world community will also extend that cooperation to us.

I call on all who have left our motherland due to terrorism, especially the Tamil people, to return. I made this request when addressing an Independence commemoration event on an earlier occasion, too. Similarly, I call on our engineers, doctors, accountants and other professions living in various countries abroad, to return to your motherland and contribute to its development.

Mr. Speaker

It is necessary that we give to these people the freedoms that are the right of people in all others parts of our country. Similarly, it is necessary that the political solutions they need should be brought to closer to them faster than any country or government in the world would bring. However, it cannot be an imported solution. We do not have the time to be experimenting with the solutions suggested by other countries. Therefore, it is necessary that we find a solution that is our very own, of our own nation. It should be a solution acceptable to all sections of the people. We expect cooperation for it from the international community and not obstruction. Should the international community doubt our capability to find such a solution, when we have successfully overcome a challenge that that the world was unable to achieve? No. We can achieve this.

I believe that the solution that we who respect valued the qualities of Mettha (loving kindness) Karuna (Compassion) Muditha (Rejoicing in others’ joy) and Upeksha (Equanimity) based on the philosophy of Buddhism can present, can bring both relief and an example to the world. Similarly, I seek the support of all political parties for that solution.

Mr. Speaker

We have removed the word minorities from our vocabulary three years ago. No longer are the Tamils, Muslims, Burghers, Malays and any others minorities. There are only two peoples in this country. One is the people that love this country. The other comprises the small groups that have no love for the land of their birth. Those who do not love the country are now a lesser group.

Mr. Speaker

This small group questions as to whose victory this is. Our answer to that is that this is not a victory by President Mahinda Rajapaksa alone. The people are gathering around the National Flag. What we have done is to make the people of this country line up behind the National Flag. Therefore, this victory belongs to the people so lined up behind the National Flag. It belongs to the mothers, fathers and wives who gave their children and husbands to the armed forces; to the people who thought not of their stomachs but of their country. The blood shed by those people have enriched the soil of our land.

Mr. Speaker

Remember this country was saved by the blood, eyes, limbs, flesh and lives of our young people. Thousands of our youth faced shells on their heads, land mines at their feet, bullets in their hearts and sacrificed their lives to protect this land. We cannot allow such a land be grabbed by thieves, fraudsters, and the corrupt. This land cannot be betrayed or allowed to be sold. We should pay tribute to the children of the motherland who protected it with such sacrifice, by ensuring peace, development and good governance in this country.

There are thousands of heroic troops who sacrifice their lives from 1980 buried in our motherland today. We remember all these heroic troops with respect. We show them our gratitude. On this special occasion, the parents, wife and children of Lt. Colonel Lalith Jayasinghe, brave officer of the Long Range Reconnaissance Unit who fought fearlessly and sacrificed his life are present here today. The immense gratitude of our nation goes out on this occasion to all parents who brought forth the heroic troops who sacrificed their lives, and to their wives who gave them strength to serve the motherland.

We have among us today a large number of heroic troops whom suffer many disabilities since 1980. Lance Corporal Bandara, a heroic trooper who was injured twice in the northern humanitarian operation and returned to active duty, and later lost both his legs at Puthukudiruppu is also a participant at this historic occasion. I extend by gratitude him on this occasion, symbolic of the gratitude and honour extended to all disabled and heroic troops.

I also extend the honour and gratitude of the nation to Defence Secretary Gotabaya Rajapaksa, the Chief of Defence Staff Air Chief Marshal Donald Perera, the Army Commander General Sarath Fonseka, Navy Commander Admiral Vasantha Karannagoda, Air Force Commander Air Chief Marshal Roshan Gunatilleke, as well as the Inspector General of Police Jayantha Wickremeratne, and the Director General of the Civil Defence Force Sarath Weerasekera, who worked tirelessly to give this great victory to the motherland.

All heroic troops who shouldered battle for freedom obtained great encouragement from their families. But for the help of the parents, brothers and sisters, wives, children and other family members of these heroes of war, we would not have been able to achieve any of these victories. Similarly, the blessings and encouragement from my wife Shiranthi, and my sons Namal, Yoshitha and Rohitha, as well as my brothers and sisters was a great strength to me. I thank all of them as I express the gratitude of the nation to the families of all families of our heroes of war.

Mr. Speaker

There is no era in before this when the international community has paid as much attention to my motherland as in the present times. When went to the front against terrorism with a firm determination, many foreign states made many requests of us.

But although we were able to listen to all these requests, we were not ale to implement all of them. That is because I was bound to make real the expectations offered by me and carry out the mandate given to me in 2005. This was also because we had because I considered the freedom and sovereignty of my motherland as being of more value than my life

Yet, I must state that the Sri Lankan nation will always remember the help given to our country by many countries.

We will not forget that such assistance was given on behalf of world democracy. Ending terrorism in Sri Lanka means a victory for democracy in the world. Sri Lanka has now given a beginning to the ending of terrorism in the world.

Mr. Speaker

All this time what we had to tell the world was about our great, heroic and glorious history. But today we have brought about such greatness and heroism to present day Sri Lanka. Till now we gained strength to rise as a nation from the past built by our heroic ancestors. Today, as much as we have added a new pride and honour to that past, we have created an era of new strength for the future of our nation. In the future when our nation has to engage in a glorious and invincible struggle the achievements of this era will be recalled.

Mr. Speaker

Having defeated the most ruthless terrorists who made the world helpless, we rise today as invincible citizens; as a national with a great and imposing personality.

What we thought so far was that we could not achieve success in many things. After our fall in 1815, we were unable to revive that lost nation pride and dignity. But, today, we have achieved victory in a challenge that no other country has been able to overcome. It is the both your duty and mine to safeguard that dignity. It is the responsibility of us all.

As we have been victorious in the battle to defeat terrorism, we should also take to the required successful end the struggle to build our land. It is necessary for us to take the required clear decisions for this. We must now be ready to direct our motherland to that new era of national revival.

I must specially mention here that this great battle for national revival will be waged with the aim of raising the lives of the Tamil people who live in the North an East of our land, too.
In the past several decades those people did not have the right to a meaningful life. They were denied the right to life, the right to freedom, the right to development. I shall give all of that to those people. I accept that responsibility.

Hon. Speaker

I do not believe that we have a right to be engaged in politics if we are unable to accept the responsibilities thrust upon us by time. I have accepted that responsibility. We have been victorious in facing one challenge. Time is now raising a new challenge before us. It is the challenge of building the motherland. From now all, everyone should change in keeping with the needs of facing up to that challenge, too. Just as I accepted the earlier challenge, I accept this new challenge too. In doing so, I look forward very much to the fullest cooperation of all Members of Parliament and Ministers, and of my dear people in our motherland.

AS a special mark of respect to the heroic troops who contributed to this great victory I hereby declare tomorrow as a national holiday.

I value my motherland first, second and third. This should be so to you and to the entire nation. It is only our beloved motherland that we should all cherish and value.

New era in foreign relations to safeguard motherland -President

I declare with great pride and dignity that I have hoisted the national flag in a single country unified under a single standard. Before me are our armed forces who astonished the world by their skill in war, discipline, efficiency and valour. It is with great expectation for the future that I address the Sri Lankan nation that is having pleasant dreams of bringing about the dawn of a great and distinguished future.

There can be no differences here. The war fought against the LTTE was not a war fought against the Tamil people.

The great humanitarian operation that unified our motherland under a single national standard has opened the path to our nation that is eager to step forward to a future of greatness and distinction.

The events of the past few days have shown us that the whole world is surprised by the by this enormous victory achieved by our Motherland. Many countries congratulated us for having defeated terrorism.

Until now the world had not seen such a powerful terrorist organization. It had ships, aircraft, submarines, huge fire power, and most of all thousands of men and women suicide killers.

For this very reason the world and some in our own country believed that in order to defeat the most powerful terrorist organization in the world, the army of a world military power would be needed. Others thought it may be necessary to deploy forces of the United Nations.

It is frightening to see how, not for a short period, but for full thirty years the terrorists had our country it their clutches. They had terrifying plans to subjugate the entire country.

By 2005, the terrorist leader remained unharmed having waged war against four Heads of State and assassinating one of them. They fought the powerful Indian Army and in the end assassinated a great Prime Minister of India. A Commander of our Navy, Admiral Clancy Fernando, was also assassinated.

The LTTE was able to assassinate our valiant Generals from Lt. Gen. Denzil Kobbekaduwa, Maj. Gen. Wijaya Wimalaratne, and Maj. Gen. Lucky Wijeratne to Lt. Gen. Parami Kulatunga. It sank several Dvora vessels and had free rein at sea bringing in armaments at will, and also downed several aircraft and killed more than 35 pilots. Defence Minister Ranjan Wijeratne, and the Minister of National Security Lalith Athulathmudali who led the way to the Vadamarachchi Operation were also assassinated.

The LTTE had the ability to carry out major attacks in High Security Zones, on the venerable Dalada Maligawa, or any other place. Our Economic Zone inclusive of Colombo was easy prey to the terrorists.

As a result, quite apart from attacking the terrorists, there was the fear of them taking revenge for several generations if one even spoke against them. Yet, there was no one in the world who could stop this. Amidst all this, during the period of the ceasefire agreement the terrorists were able to develop to a dictatorial government. We had to provide protection to these terrorists who had killed our policemen and security forces by the thousands. Yet, for fear of provoking the terrorists the government did not give our troops even a piece of gunny bag to help build a bunker.

The orders to our forces were to be patient for the sake of peace, even if the terrorists came in front of their bunkers, raised their clothes and carried out provocative acts of indecent exposure. When I was elected President in 2005, our troops could move about in the North carrying weapons, but without ammunition. We must not forget that it was such an unarmed group of troops that was killed in an attack by the terrorists in December 2005.

Our troops had to suffer all this in silence.

This is a country with a people having a tradition of facing the most ruthless invaders through thousands of years, defeating them, and saving our Motherland. Our country is home to a people with a history of bravely facing up to invaders from the time of King Dutugemunu to the last king of the Sinhala Kingdom, Sri Wickrama Rajasinghe, and fearless patriots such as Keppetipola and Puran Appu.

The lessons we learnt from those great battles of the past are ingrained in our flesh, blood and bones. Our brave soldiers were not provoked, but waited with discipline till the proper time for action came.

We can now see how much determination is born from the pain one suffers… What was considered the most ruthless and most powerful terrorist army for thirty years was shattered and destroyed in less than three years.

Terrorists are no more invincible. It is only you, the valiant troops and our Motherland that are invincible. I recently went down on my knees and worshipped the glorious Motherland that obtained its freedom through the sacrifice of the lives of thousands of our heroic troops.

This great and glorious victory was achieved because of the younger generation that stands before us today. Young men and women from the four corners of Sri Lanka joined the Security Forces to free their Motherland. Some mothers and fathers gave all of their children to the armed forces and the police. When the eldest child had already sacrificed one’s life for the country, they gave more children to the armed forces.

If anyone were to ask me what the secret of the victory is, I would extend my hands and show our beloved people, who include these mothers, fathers, wives who gave their closest and dearest for this battle. Our entire nation owes an immense debt of gratitude to these mothers, fathers and wives. They sacrificed their children and loved ones for the nation, to save the lives of others.

In order to defeat racist terrorism the people of the country have a mature knowledge of the threat before them. The fortune of a nation lies is such knowledge and maturity.

As much as the Government, the people too had a good awareness of who the enemy was. Some mothers offered the treasured golden necklace they had inherited through generations for the security forces. While doing so, some mothers of our country also prepared meals to be sent to the displaced people from the North. Where else can one find a people who have sent their children to the forces to battle an enemy, and at the same time, send humanitarian assistance to the people in the areas where their sons are fighting?

Our valiant troops went to battle carrying the gun in one hand, the Charter of Human Rights in the other, and their hearts filled with love for their children.

Meanwhile, the people, while making sacrifices to the armed forces on the one hand; showed kindness and compassion to those displaced by war, and all the while were on the battlefield in their hearts. They protected the country by forming civil defence committees and carrying out inspections of villages, towns and vehicles. It was not only the troops that we deployed against the terrorists; we deployed the people of this country too against terrorism.

The sacrifices by the children in our forces in order to obtain this freedom for the people are incomparable. Our children continued their advance while artillery shells were falling, land mines were exploding at their feet, anti-air craft ammunition was aimed at their hearts, and their comrades were dying around them. Poison gas could also not stop them. Even in the face of age-old military strategy they did not retreat. How many of our children sacrificed their lives on huge earth bunds and the banks of huge tanks. They faced torrential rain and suffered under massive floods and kept moving forward with sore feet.

In the end the advantage of territory, climate and weather, and many other factors were on the side of the terrorists. Our children only had their morale and unlimited commitment. When the terrorists were keeping the innocent Tamil people as hostages and using them as human shields, when the terrorists were using the most modern artillery and heavy weapons to attack them, our brave soldiers using only small arms saved the lives of several lakhs. My Dear friends, this is true valor in battle.

Savagery is not bravery. Being humane is to be brave. I extend the respect and gratitude of the entire nation for their brave leadership to the Defense Secretary, Gotabhaya Rajapaksa, Chief of Defense Staff Air Chief Marshal Donald Perera, Army Commander General Sarath Fonseka, Navy Commander Admiral Vasantha Karannagoda, Air Force Commander Air Chief Marshal Roshan Gunetilleke, the Inspector General of Police, Jayantha Wickremeratne, Director General of the Civil Defense Corps Sarath Weerasekera, the Brigade Commanders who bravely led the fighting till the end, all company commanders and the troops of all ranks for displaying such bravery in giving leadership and carrying out this battle.

Today, nearly 24,000 brave children of our land have fought for freedom and are resting for ever in their motherland. Similarly, nearly 5000 children of Sri Lanka are wholly disabled. The last breath of our heroic troops must be blowing in the wind where the national flag I hoisted today, flies proudly. Therefore, with every breath we take we must remember these heroic sons and daughters of our land. I also offer my respect to the high morale of our valiant troops who have been disabled but courageously participated in this event on their wheel chairs. There is an unique value in the sacrifices made by our heroic troops. Those great sacrifices have not been in vain. You have lost your feet in enabling a nation to rise on its feet. You have lost your hands, eyes, flesh and blood in providing a pleasant and prosperous land to this world. Our responsibility is to honour those great sacrifices by joining to build a great nation.

Therefore, we cannot allow the land that was won with such great sacrifice to be divided or even a shadow of separatism to fall on it. In the solutions that we offer there will not even be an iota of space for racism and separatism. We shall, as soon as possible, move towards our own solution of not dividing the land that is now made one and ensuring that there will be no threat to peace in our region.

As a nation we have to go very far to make our independence complete. Terrorists were able to get the world to bring pressure on us, a free and sovereign State. That was possible because the terrorists had the capability to bring pressure on those governments.

Therefore, it is necessary to begin a new era in foreign relations to safeguard my motherland. Having won the freedom of our motherland, we must next establish our freedom and sovereignty internationally.

We have honest, close, and friendly relations with our neighbouring countries in Asia. We have also been able to build genuine good relations with the Arab and African countries. Those honest friends have carried out the greatest responsibility towards our freedom and sovereignty in this era. We value very much the assistance we received from all those countries at this moment. Our people who enjoy the satisfaction of freedom together with them must always have in their hearts the friendship extended by these friends.

Our nation that has been a symbol of courage to the world must now stand on our own free. We must build a nation that is second to none.

One of the biggest challenges we faced was to remove the border villages from the map of Sri Lanka. Next was the need to remove the threatened villages from our map. Having overcome these challenges what is left is to remove the villages stricken with hardship from our map. We have already initiated action in this direction. I am aware that due to the defeat of terrorism, the reduction in the budget deficit, economic development, and raising the level of investment are all targets that are well within reach.

In the past three years we too obtained loan facilities. But, such facilities were not obtained by selling the national assets. From all such loan assistance we obtained the national wealth has been enhanced. Through this wealth, power projects, harbours, airports and expressways are being built.

Firstly, it is necessary for us to provide all facilities that were denied to the people of the north for 30 years. There is no doubt this will be a massive development exercise, similar to the operation carried out to end the terrorism of 30 years within two and half years. The northern spring is not only to be dawned but also to spread with speed across the north.

We are not a carbon copy of any other country. Our country that gave courage to Asia by defeating terrorism that could not be defeated elsewhere in the world should the made the Pride of Asia.

When development is undertaken there are many obstacles due to ideological differences and attitudes of vision. These lead to delay. Ideology, political principles, issues of vision should be for the country. Instead, we cannot commit this country for the success of political, visionary or any other ideologies. We must emerge from ideological differences and look towards the country. It is not the struggle that should go forward but the country.

It is necessary to remember that carrying out higher education, providing electricity, doing urban development and many other matters on the basis of populist political decisions is a grave enmity to the country. We were able to construct the Norochcholai and Upper Kotmale power projects by moving out of the frame of populist politics and thinking more of the country. We took the necessary decisions. What was important was not whether they were popular, but whether they were important and correct. This country cannot be betrayed to drugs, corruption, and fraud and overwhelming laziness.
